Role purpose

This is a critical senior leadership role within the context of the Virgin Media O2 Joint Venture that will have accountability for the design and development of all operations support & associated IT systems. Ensuring that system development is implemented in a secure, coherent and consistent manner and that planned systems developments are compatible with the organization’s existing systems, infrastructure and strategic plans.


This position ensures efficient and effective management of the Test Centre teams and their relevant activities which includes 100+ test streams in parallel across all IT technologies; continuously improving the IT System Testing methodologies used in order to assure the CIO software deliveries are successfully supporting the quickest time to market with minimal impact to business continuity at the lowest possible cost.


As the lead for End User Computing, this role leads and manages all 1st line operational functions including key end user touch points including the provision of a technical service desk and regional desktop support function. Primary focus of this role is increasing the efficiency, maximizing the effectiveness and optimising the cost of services and the underlying service management processes. 


This role provides strategic direction, long term vision while managing the ongoing evolution of the service and support delivered to customers, ensures alignment with industry direction and best practice to maximize value to Virgin Media O2.


Key responsibilities and accountabilities

  • Manage design, build and level 4 application support for BSS solutions
  • Develop application strategy, blueprint and related roadmap together with business stakeholders, IT planning & Analytics department and other IT functions and for OSS solutions
  • Manage the execution of the application roadmap in respective application domain
  • Support the IT demand management and IT governance process related to OSS solutions
  • Manage interface towards System Integration & Quality Assurance function regarding application test, deployment, production hand-off and overall support
  • Accountable for understanding the business objectives and fundamentals and ensuring the relevant IT platforms deliver to these needs, keeping in mind cost and timing and the fit with the overall IT strategy
  • Ensure systems stability, and drive simplified customer centric, cost efficiency delivery into production
  • Provide Digital Workplace Technology technical support for multiple solutions, including low level design, build and delivery across areas such as Workplace Technology support, Client Security Services, Thin Client, Application Management, Business Devices
  • Provide a readily accessible, integrated level 1 Service Desk capability to provide a seamless experience and rapid first time resolution of end user queries.
  • Maximizing the use of automation across all 1st line functions, minimizing human intervention, repetitive tasks and ensuring consistency of execution with a focus on proactive identification of issues which are remedied prior to business/customer impact.
  • Use service performance metrics & KPI’s to continuously improve the operational performance of services.
  • Planning, design, development, delivery, performance, L2-L4 support and governance of all tactical and c.1000 System of Record platforms.
  • Proactively govern and manage 3rd party managed service suppliers to meet SLA adherence and contractual obligations of performance.
  • Establish and lead a continuous service improvement programme investigating all appropriate means to improve the services delivered to customers, taking account of financial constraints, and recommends new or revised policies, procedures or technology investments, implementing specific proposals within scope of responsibility
  • Own the development and deployment of service delivery and operational support strategies, translating requirements from key stakeholders into delivering high quality services and systems that support key business objectives. Ensuring that system development is implemented in a secure, coherent and consistent manner and that planned systems developments are compatible with the organization’s existing systems, infrastructure and strategic plans.
  • Manage the financial plan and budget for all systems and support the annual budget submission with other leads.
  • Creation and delivery of end to end outsourced systems integration, test and environment service with chosen partner to provide a flexible delivery factory to cope with different levels of demand.
  • Manage 100+ test streams in parallel across all IT technologies and multiple countries ensuring a customer-centric view to optimize stability, functional and non-functional aspects
  • Manage the strategic direction testing teams with regards to testing, quality management, and delivery/cost efficiency initiatives
  • Performance manage the testing SLA of the CIO outsource partner
  • Working with the extended CIO organization to define & plan the release roadmap
  • Support technical IT Go-lives for major Roadmap programs
  • Capabilities to insource strategic/key knowledge


Experience – essential

  • Extensive technical and business knowledge in continuously improving the IT System Testing methodologies used to assure the CIO software deliveries are successfully supporting the quickest time to market with minimal impact to business continuity at the lowest possible cost
  • Extensive experience managing best-in-case integrations and defining testing strategy
  • Exceptional understanding of the budgeting cycle including the ability to work with the Finance and other Senior leaders on organizational planning and strategy for 3-5 year outlook.
  • Demonstrated ability to implement processes, metrics, and operational rigor.
  • Experience in a service delivery environment where the product and service is heavily dependent on IT platforms and rapidly evolving technology.
  • Works with an agile mindset; makes decisions and takes action at pace using sound judgement and with the business needs in mind
  • Significant experience in leading development and support teams in a dynamic and fast-paced, global environment
  • Strategic and objective decision making demonstrating balanced consideration of technical and business issues, and individual and team goals
  • Managing partners in a complex environment
  • Experience in an environment of transformation; ideally with experience within both start-ups and also large organisations



  • Experience and skills in guiding teams through architectural decisions focused on reliability, performance and high-availability
  • Strong track record of overseeing complex IT environments with experience in the communications sector
