JOB DESCRIPTION

We are seeking a candidate to join the Processes and Corporate Procurement Awards team with immediate effect. The ideal candidate will be motivated to help us with:

• Rethink the status quo of our area
• Evolve the Telefonica Procurement Model
• Make the management of the Processes/Purchasing Committee simpler and more efficient
• Increase the perception of value and satisfaction of our internal customers.

The position is based in Madrid and reports directly to Javier Velasquez (Purchasing Committee and Regulations Manager).

DESCRIPTION OF THE AREA

Telefónica Compras Electronicas (TCE) is the entity within the Telefonica Group that is responsible for defining and managing the Telefonica Procurement Model (MCT). This includes the following areas: i) Global Procurement Regulations; ii) Supplier registration and management model; iii) The e-commerce platform (GEP), which is used to manage all purchasing processes in Telefonica; iv) The electronic invoicing platform, which is available to all our suppliers (Marketplace); v) Contract management and vi) The Purchasing Committee

TCE is responsible for ensuring that the MCT is correctly applied by all Group Companies. The Regulations and Procurement Department (Corporate Awards) is based in the corporate offices in Madrid and forms part of the PROCUREMENT OPERATIONS Direction.

The Purchasing Committee review is the phase in which the relevant departments analyse the proposed purchase and decide unanimously on its approval. The aim is to ensure that all purchases comply with current purchasing regulations and the MCT management principles, including transparency and equal opportunities for all suppliers.

MAIN DUTIES & RESPONSIBILITIES

• Ensure compliance with the MCT through the review of purchasing processes in accordance with the criteria set out in the established regulations and the guidelines of the Global Compliance area.
• Provide functional support for the use of the e-commerce platform (GEP), as well as oversee its evolution and improvements.
• Provide guidance to buyers on the most effective strategies for formalising purchases in an agile manner, always in accordance with the Goods and Services Procurement Regulations. Providing guidance on the practical application of regulations and the most effective negotiation strategies (rounds, auctions, etc.).
• Identifying opportunities for processes and system improvements to enhance agility and reduce administrative workload.
• Preparing reports and statistics on the management of corporate awards for continuous improvement analysis.
• Serving as an ambassador for the Telefonica Procurement Model, promoting its awareness and understanding through engagement with buyers and management teams across all Telefonica OBs.

CHALLENGES

• To evolve the MCT by adapting it to the dynamics of business in the modern world.

• To optimise the Purchasing Committee function, its operations and management.
• To enhance the satisfaction of internal customers in local procurement areas.

EDUCATION REQUIRED: An university degree in a field related to auditing, business, administration, or industry is required.

TECHNICAL KNOWLEGE 

• Contemporary office automation and AI tools.
• GEP Procurement Platform (desirable)

PROFESSIONAL EXPERIENCE

• 3 to 5 year's experiencia in purchasing areas
• Experience in organisations with matrix leadership and leading innovation projects.

LANGUAGES

Spanish and English, high level.

Portuguese and German, desirable but not disqualifying.
